The d3d9.dll and tbfix.dll files are in the Berseria game folder too just as you asked me. I then reinstalled SKIM64 and ran Berseria again and it didn't work. I uninstalled SKIM64 just to see if the game would run without it and it worked. So I did have anti-virus and I uninstalled it but Tales of Berseria still won't start up. some apps or tools known to cause issues like this would be rivatunner, nzxt cam, or anti-virus.
